Confusion Ph.D. – Needs a good solution?

Hi, I have 26 years and Indian origin. I have a Masters degree in Electric Engineering – Design Technology System (VLSI) of the German University of Applied Sciences – FH Darmstadt. I want to do a PhD in reconfigurable chips / Bio Medical Electronics. But to my surprise, I learned that a degree of FH generally not encouraged for admission to a PhD. Moreover, for a PhD in the U.S. I have to write these tests GRE / TOEFL, I do not want. Now I'm working on an EDA company in India as a control engineer (R & D) and this is my experience and training to account for PhD in my field of interest. Can anyone give me a useful tip on how to get things moving? What the university can match? I have no problem passing anywhere in the world. But my only criteria is the reputation of the University and the Department.

If you plan USA – California, Berkeley, Cornell, Stanford, UCLA and all major biomedical programs. I attend a public university Texas (UNT) and also have a fantastic service BioMed, and to be honest, about 90% of staff / faculty in the chemistry department are from India and they have achieved all here and are very happy (I know many of them.)
